Jordan Freeman, MPH (she/her) is a mixed-methods evaluator who helps mission-driven teams turn data into decisions. As Principal of JO Global Consulting, she designs participatory, equity-centered monitoring and evaluation systems; builds clear strategies and roadmaps; and delivers evidence products that serve communities and programs.

Jordan’s portfolio spans youth mental health, public health, and youth engagement across Africa, Asia, and the Americas. She co-developed Hershey’s Cocoa for Good evaluation—refining the theory of change, building indicators, and developing a practical M&E framework. She has supported UNICEF across nine countries (IRB preparation, instrument revision, cognitive testing, and concise technical reporting) and led quantitative data systems and psychometrics (HSCL, WHODAS-12) for a 2,000+ participant youth mental-health study. At the William H. Gates Institute, she co-led a multi-stakeholder youth portfolio (planning, budgeting, and evaluation for 500+ participants), and at the National Cancer Institute, she developed theories of change, indicator sets, and decision-oriented portfolio analyses.

Her toolset includes Stata, R, REDCap, Qualtrics, SurveyCTO, NVivo/MaxQDA, and Power BI, alongside essential assets—SOPs, data dictionaries, analysis plans, disclosure-review checklists, and training guides—that make results reproducible and sustainable. Whether the brief calls for a mixed-methods evaluation, a measurement plan, a strategic workplan, or a board-ready results deck, Jordan is known for pairing rigor with clarity: the right questions, clean data, and actionable next steps.
